The project examines how the rules regarding the duty to inform, the duty to verify compliance, and joint and several liability operate in practice within industries subject to the extension of collective agreements. The duty to verify compliance entails that the main contractor must inform subcontractors of extension decisions and ensure that the rules are observed at all levels of the supply chain. Joint and several liability allows workers who do not receive wages or holiday pay in accordance with the extension regulations to direct claims against an enterprise higher up in the contractual chain. Through interviews, surveys, and registry data, the project investigates the scope of supply chains in the affected industries, how enterprises and union representatives implement the regulations in practice, and the extent to which these rules contribute to compliance with extension decisions.
