In September 2023, municipal council and county council elections were held in Norway. The overall responsibility for conducting elections lies with the Ministry of Local Government and Regional Development (KDD), while the municipalities and county councils are responsible for the practical implementation of the elections. The Norwegian Directorate of Elections is subordinate to KDD, and has been delegated responsibility for the operational implementation of elections on a national basis. This is the fourth election since the establishment of the Directorate of Elections in 2016, and the second municipal council and county council election.
The Norwegian Directorate of Elections is tasked with contributing to a proper, secure, open and confidence-building conduct of the municipal and county council elections. The Norwegian Directorate of Elections shall assist municipalities and counties in connection with the election and facilitate conduct of elections in accordance with the legislation.
The purpose of the evaluation is to shed light on whether the cooperation between the Norwegian Directorate of Elections and municipalities and counties has functioned in a satisfactory manner, and whether the Norwegian Directorate of Elections has carried out its tasks in an appropriate manner.
The assignment is twofold. One part of the assignment is to evaluate the Norwegian Directorate of Elections’ services to municipalities and county municipalities. The second part of the assignment consists of carrying out a survey among municipalities and county councils about the implementation of the election (Election implementation survey).
